God saves some people to show us that He can! In Acts 8 the Lord sends Philip to a specific man, and thoroughly orchestrates his conversion. He was definitely a foreigner. The gospel goes where it's welcome - even to the "wrong side of the tracks." Give the religious elite of Israel their due: they were consistent. They "let their No be No." They refused to listen to John or Jesus or Peter or Stephen. There was no waffling, and no tolerance. It was their way or the highway.
