Jesus' ministry lasted about 3-and-a-half years, we think. The Two Witnesses of Revelation will preach for just that long. Three-and-a-half years also just happens to be the duration of the drought in Israel during the ministry of Elijah. There are a lot of things coming together in the passage we're about to read.
